“Tools and Technologies for Protecting our Critical Infrastructure”

Please join us for the annual C4ISR Symposium co-hosted by the San Diego AFCEA chapter and SPAWAR Systems Center Pacific. This year builds on a long standing series of informative events that fosters cooperation and information exchange in support of our nation’s defense. We are broadening our program to include State, Regional and local officials who contribute to the protection of our critical infrastructure. The challenges of command and control, communications and situational awareness go across all jurisdictions and geographies.

We have taken a novel approach that takes this topic from the National/Global level to the State/Regional level to the Local level. Each of these will be explored through keynote speakers and a panel that provides additional insight and perspective to the topic. Capping the review of the challenges, issues and needs in these areas will be a keynote and panel to discuss innovation. We will explore what is on the development horizon for industry and what Government requires to protect its critical networks and infrastructure.

This is covered in the first two days, and will be followed by a classified briefing at SSC Pacific. The session (SECRET NOFORN) will be held the morning of 20 May. It will focus on the real-world threat to our critical infrastructure as well as discussing needed capabilities, technologies, and techniques for protecting our DoD, National, and local systems. Those authorized to attend will hear more details on C4ISR challenges and requirements from both DOD and civilian Government officials. Day four of our Symposium allows for further informal discussion and helps build the funds needed to further the chapter’s academic scholarship program. Tuesday, May 18 Morning:

Keynote address: General Michael V. Hayden (Retired)

General Hayden entered active duty in 1969 after earning a bachelor’s degree in history in 1967 and a master’s degree in modern American history in 1969, both from Duquesne University. He is a distinguished graduate of the university’s ROTC program.

General Hayden served as Commander of the Air Intelligence Agency and as Director of the Joint Command and Control Warfare Center. He served in senior staff positions at the Pentagon, Headquarters U.S. European Command, the National Security Council, and the U.S. Embassy in the People’s Republic of Bulgaria. He was also Deputy Chief of Staff, United Nations Command and U.S. Forces Korea, Yongsan Army Garrison, South Korea.

General Hayden is a consultant. He was Director, Central Intelligence Agency, Langley, Va. General Hayden was also Director, National Security Agency, and Chief, Central Security Service, Fort Meade, Md. Prior to his CIA post he was the Principal Deputy Director of National Intelligence, the first person to serve in that position.

They will provide insight into the current situation, where things might be headed and what challenges lie ahead. Following the presentations, a panel of Government and industry executives led by Linda Millis from the Office of the Director of National Intelligence will provide their unique experience and perspective. RADM Michael A. Brown, who serves as deputy assistant secretary for Cyber Security and Communications at DHS and RADM(S) Gretchen S. Herbert, Director, Net-Centric Capabilities from OPNAV N2N6 have been invited along with industry representatives.

Lunch: Hear from a senior executive from Lockheed Martin who will discuss security and infrastructure protection from an industry perspective.

Tuesday May 18 Afternoon:

Keynote address: Mr. Darin Andersen, ESET.

Darin is a key participant and sponsor to “Securing Our eCity.” This initiative is designed to address cyber security on a global scale through educational programs, tools and technologies and coordination with legislative and law enforcement agencies. ESET, SPAWAR and many regional and local agencies are involved; Mr. Andersen will provide an overview of this effort.

Panel: State-Regional Issues

This panel will focus on regional challenges and coordination issues. Mr. Kevin Adams from SSC Pacific will moderate a panel with representatives from SDGE, healthcare industry, port security and state emergency management. Critical infrastructure overlaps city and county boundaries, communications and coordination are key topics.

Social/Networking event: 5:00PM – 9:00PM Test your skills, plenty of active fun!

Wednesday May 19 Morning:

This morning focuses on infrastructure protection at the local level. We will hear an introduction from Mayor Sanders followed by briefs from local law enforcement officials. The panel will consist of representatives from industry, water utilities, SPAWAR and the LECC. The LECC is the central organization chartered with coordinating emergency response from all local agencies. Communications, situational awareness, data fusion, are all key ingredients to their efforts.

Lunch: Our attention will be focused on presenting scholarship awards to several well-deserving students from the San Diego area. We have invited Governor Schwarzenegger to present those awards and deliver a short address. These kids are headed to engineering disciplines and will be the workforce for tomorrow that solves key problems and builds global competitiveness.

Wednesday May 19 Afternoon:

Keynote: Linda Vasta, DHS Office of Science and Technology

Linda will provide insight into new technical advances at DHS that contribute to new security measures and response capability. DHS is out on the edge with new technology, applications and looking for innovation from industry.

Panel: Industry, Academia and Government Representatives

This panel provides an introduction to new technology coming to the fight for cyber security and infrastructure protection. SPAWAR and PEO C4I will be
represented along with executives from IBM, Microsoft and SDSU. We hope to create the connection between what is coming from industry and what is required from Government.

Thursday May 20 Morning:

Classified session at SSC Pacific. See registration page for security requirements and procedures.
